Abstract

Poverty, inequality, and social exclusion have increased in Latin America and the Caribbean. These phenomena are part of the human construction and not only fall on the people who experience them. The condition of poverty is the result of human rights violations. States must develop mechanisms designed to provide support for all people who are victims of poverty, inequality, and social exclusion, so that they can enjoy their inalienable rights.
